
Business Context
A recurring administrative reporting portfolio had become a significant capacity drain for a large public university. Every two weeks, five administrative staff collectively spent more than 50 hours on average preparing and reviewing information used to support 33 departments, more than 60 managers, and a workforce of more than 2,000 employees.
The workload was not tied to a single report. The portfolio included multiple biweekly deliverables as well as a monthly reporting deliverable, each requiring recurring preparation and review.
The reporting requirement was necessary. The amount of manual processing required to satisfy it was not.
Operational Problem
Across the reporting portfolio, staff repeatedly extracted, prepared, transformed, reconciled, and reviewed source data before the information was ready for follow-up and management action.
When the combined workload was normalized to a biweekly operating cycle, those activities consumed more than 50 staff-hours on average. At the original workload scale, that represented approximately 1,350 staff-hours of recurring preparation-and-review activity annually.
The opportunity was not to remove people from the process. It was to stop using human capacity for work that could be performed consistently by deterministic automation.
Solution Design
The reporting portfolio was redesigned around multiple purpose-built Microsoft Excel and Power Query files aligned to the recurring biweekly and monthly deliverables.
Instead of rebuilding transformation logic manually during each reporting cycle, repeatable rules were encoded into reusable processing layers. Once current source data was available, the automated processing for the applicable deliverables ran in minutes and produced outputs ready for human review.
The reporting responsibility remained. The accountability remained. What changed was how much human effort was required to turn source data into something people could act on.

The technology choice was deliberately practical. This problem did not require a custom application, an AI model, or a large technology implementation. The repetitive portion of the workflow followed deterministic rules, making Power Query an appropriate automation layer within tools already suited to the work.

Before

After
Multiple Power Query-based reporting files automated the repeatable processing required for the applicable deliverables. Once current source data was available, those automated processing layers ran in minutes, producing outputs for human review, exception handling, follow-up, and management action.
The result was not the elimination of accountability. It was the recovery of capacity previously consumed by repetitive preparation and processing.
Important qualification: The approximately 1,350 annual staff-hours represents the scale of the original recurring preparation-and-review workload. It should not be interpreted as a claim that every original staff-hour was eliminated or converted directly into labor-cost savings.
Business Value
The most important outcome was Capacity Recovery.
By reducing repetitive processing across a portfolio of recurring reporting deliverables, administrative staff could spend less time rebuilding reports and more time reviewing exceptions, following up on issues, supporting managers, and performing work that required human judgment.
The redesigned workflows also made transformation logic more repeatable and consistent from one reporting cycle to the next.
This illustrates a broader operational opportunity: organizations do not always need a new enterprise platform to create meaningful capacity. Sometimes the highest-value intervention is identifying repetitive work inside an existing process and automating precisely that layer.
